Liable Parties are companies who supply televisions and computer equipment into the Australian market and are typically manufacturers, OEMs, brands and importers of new equipment. Liable parties will be required to be a member of a Government-approved industry-run arrangement or ‘approved co-regulatory arrangement’. Under the Act, substantial civil penalties apply to a liable party that fails to become a member of an approved arrangement.
A threshold will be applied to exclude corporations that import or manufacture less than a specified volume in order to limit the impact of the Scheme on small business. Import tariff codes will be used to identify specific product categories to be covered by the Scheme. Enforceable recycling targets will be set and the Australian Government is expecting a recycling rate of 70% in eight years.

The customer, a leading global IT and consumer electronics organisation, wanted to implement a globally consistent approach to its environmental charter in Asia Pacific for product take back and end of life equipment recycling. The customer wanted to achieve its goal both ahead of its competitors and ahead of any local legislative requirement, and deliver on its Product Stewardship obligations.
In order to increase the volume of its recycling efforts and enable access by end users to recycle eWaste in an environmentally sound manner across multiple product types, the organisation needed to design and implement a range of consumer, education and government recycling programs that utilised local resources and expertise in a cost effective and carbon sensitive manner.
The organisation wanted to deal with issues of waste, address the environmental concerns regarding hazardous substances and divert its end of life products from landfill.
The customer did not have the expertise or resources to successfully and quickly implement a range of targeted eWaste recycling programs and events. Further, the customer was unsure of the best and most effective method by which to achieve their aims.
Whilst the organisation had participated in selected industry based eWaste recycling efforts – on a very small scale – it needed to bolster its own contribution to the wellbeing of the community and generate higher recycling volumes that had a direct and significant impact on the environment.
The organisation did not have the resources (internally or via existing partners), access to multiple services nor the technology to manage the program themselves. This meant that the organisation needed an industry expert that had programs which they could leverage and a management team that could effectively manage their environmental programs for them.
The customer provided Infoactiv with a broad mandate and Infoactiv then laid out the options for the customer, discussed the customer’s objectives, set the strategy for the program and then delivered full program implementation.
Infoactiv assisted the customer by assessing and identifying the various waste streams across the customer’s operations and retail channel. The Infoactiv team identified all waste streams across its business activity, from product returns to second product lifecycle streams where product no longer has economic value or further use.
Infoactiv devised better ways for the customer to collect, recycle and report that activity. This activity was fully managed whilst reducing cost, reducing carbon, reducing the resources required to run the program and additionally, putting in good automation and good principles across the critical path to lower the customer’s risk.
The customer launched its Product Take back Offering through its website, with Infoactiv linked as the back end Sustainability Partner.
National public events were held across various states and territories, as a high volume, high impact, ‘kick off’ to meet the customer’s needs.
This involved the staging of large scale public collections where consumers were invited to bring in old equipment from any manufacturer – across a diverse list of products – for environmentally friendly disposal.
The Infoactiv team managed the end to end requirements for the Product Take back Offering – from stakeholder liaison and negotiation, site selection and OH&S through to event staffing, advertising support, logistics, recycling and reporting.
The program encompassed many channels and was managed centrally by Infoactiv, with a helpdesk, call centre and 1800 number all used to assist in communicating with end users looking to participate in the recycling programs.
These events exceeded all other OEM campaign efforts and initiatives.
Infoactiv also ensured that compliance checks were in place across the recycling pool and put in place a multi vendor, multi channel model for the customer which utilised the best services in each state and in each country.
Infoactiv later formally launched an ongoing product take back program on the customer’s behalf to facilitate end of life product collections from individuals, businesses, government, education and the general community. This program also targeted the customer’s own internal community.
The customer realised a massive increase in volume collections, which represented a huge environmental benefit across the community.
Moreover, this was consistent with their global position in relation to the environment, which they were able to leverage in protecting their Gold Star rating on their products.
The increased recycling activities supported the customer’s overall global environmental position.
The customer achieved significant cost savings as their processes were reviewed and re-engineered. This meant that they had a better selection of services, better location of services and were able to use different providers for different parts of the supply chain.
The customer received a fully flexible solution that could be adapted as their environmental objectives changed and new legislation was introduced.
The customer was able to vary and/or expand their programs without having to increase internal resources to fulfil and manage them. This meant that the customer could focus on high level strategic and environmental commitments and the development of ongoing programs according to their global objectives.
Customer risk was protected, in-built flexibility achieved and capacity guaranteed across a multi-vendor network.
This was all achieved with minimal management effort on the customer’s behalf.
